Assist in the development of the health strategic plan and the annual work plan. Review strategic and annual plans.Ensure the implementation of strategic and annual work plan. Conduct monitoring and evaluation of the strategic and annual work plan. Monitor and evaluate health indicators.Conduct surveys to assess adherence to standards and takes corrective action where necessary.In collaboration with other sections and divisions assist with the preparation and implementation of annual budgets, operating plans, and strategic initiatives.

Mapping partners implementing activities in the county. Ensures partners are equitably distributed in the county. Mobilizing resources for the implementation of activities. Any other duty assigned by the director such as attending meetings and support supervision to sub-counties.

Formulate and promote policies regarding the standards and quality of care. Ensure safety procedures are up to date and in practice. Develops SOPS for every department in the health sector.Ensures implementation of Kenya Quality Health Model, continuous quality and standard improvement, and adherence to standards and norms.
